The following quote is from the Dr Who Worldwide Website which runs counter to what has been reported here.
"There’s been a lot of speculation about Web Of Fear episode 3. When the story was released to iTunes back in October it contained a reconstruction of the missing episode. The forthcoming DVD has been the subject of contentious debate as fans and sources argue over whether that missing episode has been recovered and the possibility that it may be included on the upcoming release.
But sometimes it just pays to ask. Dm16, a poster in this site’s forum, sent an email to bbcshop@bbc.co.uk asking whether Web would contain the reconstruction or be animated. He was rewarded with the following response:
Dear , Thanks for your email, Yes it will be reconstructed using animation. Kind Regards,
Shortly after dm16 shared this, I came across possible confirmation on tvshowsondvd.com. They ran a story announcing an R1 release date of April 22nd and continued “… the 3rd episode is still missing. As they have in the past, the BBC will likely fill in the gap by re-creating the missing episode using animation, and syncing it to a restored recording of the audio from that episode”
Everything is just speculation at this point, but many of us still have our fingers crossed that Web 3 will be miraculously returned in time."

The reconstruction released with the rest of the episodes on iTunes was "animated" in that it panned and zoomed across the photographs used.
I doubt the version released on the DVD will be anything more than that.

What a shame, thought it was too good to be true. Don't get me wrong, it's great to have my favourite Who serial back and available, but it does seem a little sad that the release is just a vid-fired version of the iTunes release. Maybe one for the future eh?

Dm16 sounds like something out of Planet of the Giants Quite an interesting response though. I hope it will be animated at some point even if not quite yet.

Review copies will be sent out soon enough so we'll find out but I have my doubts.
The pricing is too low to make me think there's an animation and while it's been a few months since the iTunes release it's still probably not enough time to do animation (unless the started animating well before the iTunes release).
Also I feel if it's been animated someone would have made an official announcement.

This is why the BBC irritates me. Does anyone out there believe that a story missing one episode should be released with a recon? Plus they can NEVER give a straight answer to anything, even the BBC Shop. If the disc has a recon, is the answer at the beginning of the thread correct? A recon with camera movement is NOT animation. You can also bet that if this disc comes out with a recon that a disc with animation is in the future. Sorry, I’m not going to buy it twice, I’ll wait.

I would be fairly surprised if the BBC would have had sufficient time to arrange for an animation or even a large amount of extras for this release, so my money is going on the vanilla telesnaps recon that we have already seen. I will go out on a limb with my crystal ball and predict that in a couple of years we will get a special edition with an animation and DVD full of extras. I for one can't be sad about ANYTHING to do with the release on DVD of the web of fear

April 22 is the Region 1 release date. The Region 2 release date is in February.

I wonder if it's a simple case of one bit of Auntie not talking to another ? Ask the BBC Shop if there's going to be "animation" and they don't know the difference from a telesnap reconstruction ? They just know that the original picture doesn't exist any more and that some sort of replacement/alternative is being provided.

ITS BACK!!!! but I was still hoping that the delay would be for animation. A minor quibble I know but it would have been nice. I just don't like recons, I'm afraid, I would rather have had a recorded link by Frazer or Debbie, but that's just me.
