Surely it may not have been related to the novelisation? It could have been published with another story. Or do we know that it was published with a review of the novelisation? Jon's beaten me to it, but yes it was published to accompany a review of the novelization - written by none other than Michael Elwyn himself! According to NATEOTL, it was published to point out an error in the novelization - namely that on screen Ffinch smokes a pipe, not a cigar as in the book. If the photograph still exists, it probably still resides with Elwyn. (Ref NATEOTL #2 page 17, or #Omnibus page 95 - well worth getting a hold of off Lulu! )

However that image is just a telesnap as can be told by the above text taken from the website.

Just to clarify, at the time I went through about ten years worth of Celestial Toyroom newsletters looking at the adverts placed for fanzines (CT was pretty much the only place that people found out about DW fanzines at that time) and drew a complete blank.
Martin Wiggins, who has a massive fanzine collection, likewise couldn't find anything.
After everything, my assumption was that this was done for a planned issue of a fanzine that never got released - and there were plenty of those back then!

Is there hope in the reference to "a Doctor Who fanzine editor",rather than "to someone who was intending to bring out a fanzine"? Is it confirmed that he never saw it in print?

Okay it could well be. I've asked on Gallifrey Base and I've set up a page on Facebook. It's best to keep an open mind. Even if it was never published the original might be in forgotten in some file where it wasn't expected to be and one day it may turn up. Until then we can only hope!

You mention in NATEOTL Issue 3 a Tony Clark who you thank for letting you publish the Gordon Lengden images. How does he fit into the picture of the off-air photos?

Yes, the same one.
He, like Drog, also did plenty of artwork for the DWAS over the years.
