Depends what you mean by "returned". Chris Thompson still has all his original negatives for his pictures (as used in Lane #3). I just had to ask him if I could use them. Gordon's pictures appeared in the CMS Adventures in Time & Space release for The Evil of the Daleks in the 1980s and I think Richard Develyn has explained about Terry Reason's pictures.
In NATEOTL #2, we referred to a photo taken from The Highlanders that was taken by Michael Elwyn's father of his son playing Algernon ffinch. This was used in a fanzine at one point, but I have no idea which one.
The surrounding text had nothing to do with the discovery of the images themselves. The images in DWM 200 were part of Andrew Pixley's Archive on the story, the Marco Polo images in DWB 57 were part of a review of the story, the DMP images in DWB 50 are used to illustrate a novelisation of the The Feast of Steven and in the Compendium, they're used with a synopsis of the episode.
No idea. He's just someone who used to be a fan many years back so there's no real reason why there should be any pictures of him floating around.
Other than they were taken, no.

Do you have the actual image but just don't know the source? If so was the image published in NATEOTL 2 or was it just mentioned? If not it would be interesting to see if somebody can find it.

Interesting. I think it would be really interesting if it was found but it would need a lot of searching. Are there any other details of where it was published or do we just know he gave his print to an editor of a fanzine? It must be out there somewhere it's just it's such a large area to look. I could launch a search on a Facebook page where people can check certain issues of fanzines and then they can be ticked off the list if they contain nothing. Would this help or am I barking up the wrong tree?

So was definitely it published in 1984? Is there anything else about the publication/photo that we know? I will give Gallifrey Base a go and hopefully it will lead to something but I might set up a Facebook group as well. If anyone has any further suggestions I would love to hear them as I really would like to see this image found.
