There has been a steady trickle of "lost" Who returns in every decade. 70's (various stories) 80's (various stories) 90's (notably IW/TOTC) 00's (notably those from Burnett) 10's (EOTW/WOF) I think when it gets to the point where a decade goes by without anything else turning up either from a foreign archive or private collector, then that will be it for Doctor Who imo). Apart from private collectors, yes i agree with that. Private collectors are very secretive ! So i dont think you could say 10, or 20 years is it ! But i would call it a day after 10 myself

It would never be all at once ! Not good business sense ! You think about it And as for the search over ? Because of private collectors,and no one knowing if these things were actually destroyed as they should of been. It isn't just a case of a private collector turning it in.
It's also a case of the economic viability of the program. In 10 years, I will be astonished if Dr. Who is still running (especially if plots like last season's continue to manifest). Interest by casual fans will nosedive. We may get an orphan episode here or there, but it'll go out on a vanilla release. Or possibly just iTunes.
The Omnirumour will never be over. The two or three people who continue to assert that they have "sources" will simply, eventually, do a "Well, negotiations broke down. It looks like these films will never see the light of day. PM and BBC couldn't agree on money."
This is, of course, nonsense. I suspect that PM has no more episodes. Ian Levine's comment about "evidence" never did get verified, did it? That is, whatever was in those shipping containers was never categorically identified as "Doctor Who" vs. "just a bunch of tapes from a Nigerian archive." No one has come forward with a single scrap of video from a missing episode -- a couple seconds of Marco Polo or some episode with no known existing footage would sure go a long way to verifying that there's more out there.
The people I feel really bad for are the fans who've had their hopes cruelly dashed and for Phil Morris, who did a wonderful thing, and will spend the rest of his days listening to fans who "know" gripe about how he's a hoarder rather than praising him for, literally, risking his life to find missing episodes.

Do private collectors have to techno capability and money to restore and remaster themselves ? Esp if they are loaded and money no issue ?

I've lost track of your original post Jaz but you're right, it was UM2 and Airlock from G4 returned by a TV engineer called Terry Burnett in 2011, according to good old Wikipaedia. I'd always prefer to read it here first though

Given that Ice Warriors was an 80s find and the Burnett find was in 2011, the 'steady trickle' has actually been remarkably unsteady. The 90s only gave us Tomb and one other episode and the 00s only gave us one episode full stop. Thanks to Morris and Burnett the 10s has already become easily the most productive decade since the 80s.

I don't think AAL was sold that widely overseas - if at all.
We didn't get it in NZ, and I certainly never saw any listings for it in any of the foreign newspapers I accessed when I was researching the DW airdates. If Australia didn't get it either, that pretty much rules out sales to any Commonwealth countries.

But those 16mm prints had to have been made for some country some where, so there is always hope that we get more season 2 episodes returned. I don't think I ever have seen a listing of foreign sales for AAL. I remember reading about foreign sales for Out of the Unknown some where but I cant remember what country's bought it. Doomwatch also appears to be a lost cause as well due to only one country buying season 3
