Agreed Alan. I guess it's the unknown details re the negotiations that make us all clinging to a sooner rather than later announcement. As long as the final outcome is positive and means i have to clear an extra shelf on my dvd bookcase i 'll be more than happy!!

Actually I'm running out of space on my Dr.Who shelves and I'm loathe to put further releases on those shelves devoted to proper entertainment....!

Missing episodes have been found in mis-labeled film cans. Has everyone been checked to confirm what is on the label is whats on the film itself?

While we're all rooting to hear an announcement on November 23rd or earlier, taking a date, however important, and expecting all the complicated negotiations to be sorted by that date is perhaps hopeful. What complicated negotiations? ... Give the man the money!

There will be all sorts of complicated issues surrounding the recoveries, should there be any. DVD rights, actual ownership of the physical films and videotapes, and probably even things to be worked out between interested parties (i.e. BBC Television, BBC Worldwide, BFI, participating writers, actors and other freelance staff involved in the productions). Potentially a minefield.

How do you know this? The BBFC don't have to put a classification on their website until payment is agreed. With DW, it's normally on their website about 4-6 weeks before release. That leaves plenty of time. point taken. you could be right. generally bbc gets it's stuff in well before 4-6weeks but there are exceptions... the rest holds true though Still retailers would have to know something's about to be released so they can place orders. And I would expect the retailers would want to be able to let customers pre-order so they can judge how many copies to get. I would assume that would require more than 4-6 weeks ahead of release.

Ten years of technological progress and expanded legal complications will do that.

Could the BBC be holding on to these missing episodes aftar all these years in there bbc valt ? Not in a vault in the way you mean, no, but it wouldn't surprise me at all if a few missing things were found during the TV centre clear out that had been sitting there forgotten for a few decades (not that I have any knowledge of such a thing, you understand - I don't want to add another layer to the rumours! ).
