If you mean how unlikely, that any 16mm film of the "clean", (IE against a plain background), footage of the subtitles may still exist, then in answer, "It depends..." If paperwork relating to Rupert the Bear has been lost no one may know the subtitle reels are archived, if their existence is not known of then it may be unlikely that anyone would decide to destroy them.
If you mean the likelihood of my idea of obscuring the colour prints' subtitles with the "clean" b/w footage and colorising it, actually happening, then I think it would be judged too expensive, the subtitled episodes may get cropped to widescreen as a way of removing the subtitles, if released, though.

No, I mean that if they didn't keep the finished episodes, then the chances of them having kept subtitle reels is very small indeed.
Not zero, but very small.
Of course, your idea of merging the colour and BW prints also has inherent problems, not least of which is lining up the two copies...

"No, I mean that if they didn't keep the finished episodes, then the chances of them having kept subtitle reels is very small indeed.", I was thinking along the lines that if the paperwork documenting the existence of the subtitles reels was misplaced, then effectively no archivist would know of their existence and so couldn't find and destroy them, hmm, I hope it's never worked the other way round for any films/tapes..."What's this on the shelf.. no paperwork exists about it.. better chuck it out then"!
