Yes! The other question being, of course, would any official body think it worthwhile to do a thorough search for "old TV"? There are definitely double standards at work though in that if material perceived as "important" falls into the lap of archives or rights holders, they won't waste any time in utilising / releasing it etc. However, the same body probably wouldn't consider very hard the idea of searching overseas archives to find said material themselves. I agree that anything related to pop culture (including TV) was well regarded overseas back in the '60s / '70s - probably more so than in the UK, when, ironically, we were at the centre of it all. So I'd think that the chances of sales of this type of programme to overseas broadcasters would be higher than generally thought.
Someone maybe needs to write a paper on the subject of the importance of TV as history though because if this material is culturally significant, it needs to be preserved for future generations (with the purely economic / exploitation factor being taken out of the equation of it's survival). Once it's gone though (as in junked or deteriorated beyond saving), it's gone forever. To my mind, there is no better historical record of a time than a moving image recording, capturing the moment to be seen again. Books or other media don't give you the same immediacy and yet it's TV that has suffered more abuse to it's history than any other medium.

On the other hand, with regard The Beatles, Yes it would be very nice to have the BBC / TOTP performances back from the ether. But there is a large amount of TV coverage saved and publicly available on the internet and so on. About 3 years ago i was able to download about 7 DVDs worth of "Mersey Sound" TV shows, RSG "midsummer nights dream", various Morecambe/wise and KenDodd bits, along with performances and features. In there, was the snippet of the song supplied to "Dr Who" for them to do what they would with. Nice as it would be to get the whole thing, i'd not swap it for what's around already.
Would it be lucrative enough to make up a box set for sale? Probably, as its The Beatles, but there's not many acts that would makeit worthwile paying rights-holders, etc, to create such a thing. Which means, as per usual, history gets written to favour the winners.

That last point is very true! As regards The Beatles though, there is a lot of stuff "out there" - but not in great quality. If this group aren't big enough to sell a few nicely presented DVD sets of that material in high quality, then nobody is!

Like I said before it was edited out, it'll never happen. After Anthology, Neil Aspinall was asked if there would be a video compilation of Beatles clips, and he said "No, that would be too obvious".
Cue Beatles fans making their own clip compilations titled "Too Obvious".

The material on the internet has been around for some time now with most of it coming from anthology. The real Beatles treasures are the tv appearances from late 62-early to mid 63. With lucky stars being taped the chances of finding shows from there are higher than some of the stuff that went out live.

Good grief! That Aspinall quote reminds me of a joke in Airplane: "They're landing, maybe we ought to turn on the searchlights now."
