I have found this episode - made by ATV and broadcast in the UK 31/08/1971 at 22.30....
"The Great Hair Do"
""Reference number: F19610
Type: Moving Image
Year: 1971
Duration: 0:48:13
Category: documentary
Production company: atv
Place of origin: united kingdom Viewing locations Ngā Taonga Sound & Vision, Wellington Description
Love it, hate it, everyone has it. This documentary examines all facets of the management of human hair. Agony Aunt Marjorie answers letters from those suffering the traumas of bad hair days. One woman is distraught that her boyfriend will leave her when he discovers she wears a wig. Another is suspected of having an "intimate relationship" with her hairdresser. Marj can only point out that hairdressers, after all, do really care what a woman looks like. Professor John Ebling thinks that hair is our most important sex symbol. At Madame Tussaud's, a wax head has his hair carefully washed and styled, and a survey of the manufacture of hair products provides some startling statistics on the number of cans of hairspray used in Britain each year. At a public boys' school, a liberal headmaster tries to persuade some scraggly haired pupils to have a trim. A little boy has a trip to the barbers, a Muslim baby has his head shaven and a "beauty specialist" removes unwanted hair from a woman by waxing and plucking. A trichologist discusses various treatments for baldness, like middle aged men paying attractive young women to massage their scalps. Hypnotism is used to reassure one balding men that he will not lose his "manly attractiveness", and the manufacture and fitting of wigs is shown. Nuns, it seems, are the main source of the raw ingredient! A hair piece fitted to the chest is apparently not uncommon either. Hair implants are another more expensive, not to mention painful, option. But "If you're really frightened of going bald, get yourself castrated!"

Continued from the thread about "British Broadcasting Corporation 1922-1972: Fifty Years Old & Still Going Strong."
There are a few other things. A third of it at least is not wiped, for certain, probably more.
See Archive Finds Thread....
There is - oddly considering what's happened in the last 24 hours or so - a snippet of a Dixon of Dock Green, just the first minute or so. No idea if it's wiped or not. It's colour, and I guess it would be from 1970 or 1971.
The excerpt shown is of a 2 women talking, a milkman turns up to deliver to a house next door to one of the ladies. Yesterday's pints are still outside. After further chat, the milkman sees that a bicycle is still at the property - the neighbour usually cycles to work. The milkman tries the door; it opens. Smells gas, sees a prone body (not seen on screen) and asks one of the ladies to go to a telephone box and call an ambulance (they didn't have phones everywhere then....)
She runs toward a telephone box; nearby she chances upon a copper and tells him - breathlessly - to come quick....
That's it.

An update from a few years ago. I did not have the correct information for this show at that point. Merry-Go-Round's controversial (for the time) Sex Education programmes from 1970:-
These productions, which exist in the archives, also matched your search. MERRY-GO-ROUND: Sex Education 1: The Beginning (01.06.70) MERRY-GO-ROUND: Sex Education 2: Birth (08.06.70) AND This production, which we think is missing or somehow incomplete, matched your search. Click on the link to see more details. MERRY-GO-ROUND: Sex Education 3: Full Circle (15.06.70)
In the Uniersity of Melbourne Library:- ""Material Type: Film

Ray...I believe this could be from Missing Episode ...12/2/72 Season 18 Episode 13 called Sgt. George Dixon, if you go on uk imdb, it has a milkman among the credits, played by Terry Duggan. If you bring up a picture/photo of Terry Duggan and watch your above snippet again, you can match Terry Duggan to your milkman, if they are one and the same. Also among the credits, are your 2 women talking, an ambulanceman and a doctor..cheers Simon

I re-research archives. You knew that, didn't you? After hours of nothing but false leads and brick walls today so far I found this:- ""Missing or incomplete episodes for programme SEEING AND DOING. Series 7 18.05.70 The Tower Of London (missing)"" this was repeated several years later (around the late 70's or early 80's) and exists at the National Arts Education Archive. I am doing work looking through my list of the Archive's stuff for a short while today. I don't expect to find anything else, but.... ?

and....4 minutes later....
""Missing or incomplete episodes for programme THE MESSENGERS.
Series 4 04.03.71 The Persuaders (missing)""
Again it's from a re-broadcast, mid-70's; and again exists at the National Arts Education Archive.

If Simon could just limit these to about 30 a day it would make it easier for the rest of us...
