A 16mm print of Episodes six of The Reign of Terror was loaned to the bbc who made a duplicate negative of it . (from the book WIPED)
I was wondring can other country's do the same to? can they just make a copy of a episode without telling the bbc and keep it as there archive master.??
maybe they are holding episodes that bbc don't know about ;D

In theory they could, but as they wouldn't be allowed to screen them without the authority of the BBC, it's an expensive thing to do for no reason.

I think the question is best expanded on a little:
Not "can" someone duplicate, but rather "What methods of duplication would be available (and to whom) for the latest known date each episode was still in existence?" I still keep hoping some technician at a station who was a fan was secretly duping episodes for his home library.

In theory they could, but as they wouldn't be allowed to screen them without the authority of the BBC, it's an expensive thing to do for no reason. And thus is a pointless exercise. Why bother with the time and expense of copying it and not to screen it but JUST to put it in an archive...?

And surely you wouldn't bother going to all the hassle of making a negative - wouldn't you just... not destroy the print you had..?

On a saner note, we know that illicit copies were made of episodes in the BBC archive during the 80s - has there ever been any indication that this happened at other broadcasters as well?

All this info is in Wiped/BWC. In Wiped there's a table of missing stories with a column for each country about what happened to the prints. If the column cell is blank, I assume it means that no information is known about what happened to them - Mr Preddle can you clarify what Mr Molesworth meant by that? (not sure why it doesn't say, for example, 'Uganda confirms they no longer have the episodes' as the Africa search conducted by Phillip Morris is done and dusted). BWC refers to the fate of the prints sent to each country in general. Either there's no record of what happened to them, they were sent elsewhere (bicycled or back to BBC), or they were destroyed. Taking Marco Polo as an example: Malta - Wiped: no known information. BWC suggests sent to Rhodesia Thailand - Wiped/BWC: no known information. Mauritius - Wiped: no known information. BWC suggests sent to SL. Ethiopia - Wiped/BWC: no known information. Jamaica - Wiped: no known information. BWC suggests sent to Barbados. Nigeria - Wiped: RKTV confirm all seven episodes were destroyed. BWC suggests first 11 Hartnells sent to Rhodesia. Rhodesia - Wiped/BWC : Sent their prints to Zambia Barbados, Uganda, Ghana - Wiped: confirm they no longer have the episodes. BWC suggests it is possible all these countries sent their prints to Kenya! Sierra Leone - Wiped/BWC: confirm they no longer have the episodes

it says returned to the BBC, or junked by some episodes so we can never be sure (Broadwcast)

Some channels dont worry too much about transmission rights & wrongs. Im a satellite tv enthusiast & a couple of weeks ago I stumbled across the new Bond movie "Skyfall" being transmitted in the clear with an English soundtrack & Arabic subtitles. This was a small Egyptian channel. Before anyone asks no Ive never seen any lost Dr Who - although I live in hope!

Presumably Richard doesn't know the status of the Uganda prints.

I don't see why they would want to deliberately archive BBC material. Bought-in programming generally falls out the scope of station broadcasting policies. While Dr Who material has been found in other broadcasters' archives, it has always been material which was preserved by accident.
