Probably because its chart run coincided with the TOTP industrial dispute? Correct! Going O/T a bit, but I think that the dispute probably had other effects on chart placings. Great singles by rock acts had lower chart placings than you might expect - Bowie's 'Diamond Dogs' and Bad Company's 'Can't Get Enough' didn't reach the top ten, whilst Mott The Hoople's 'Foxy Foxy' barely scraped into the top 40. Meanwhile a Radio 2 favourite, 'She' by Charles Aznavour, was at number one for four weeks. A re-issue of Union Gap's 'Young Girl' also was top ten.

IIRC Young Girl was heavily played by RNI in its final months. Great station still sadly missed. Got hold of some off air recordings and pleased to find that the memory doesn't cheat about how good the station was.

At the time it was written a Dutch oldies station was using a lot of it's jingles.
