To me it sounds like it could be just this again though:
'The other major batch of clips hail from a 15 minute silent reel of 8mm film which was recorded by a fan in the sixties by pointing a home film camera at his TV set during original transmissions of the episodes'
The '15 minutes' bit ties in, as does the fact that a lot of the clips are from Power, including '...Daleks and equipment exploding. [0:06]'

I love the LION - its an amazing episode, Thanks for your perseverance ;D & thank go for Aunts! Ditto that! The Crusade is my all-time favourite story and The Lion is probably my favourite episode. ;D

The Power of the Daleks thing is because someone (not sure if it was Lance or not) said that:
He was told by a film collector that he'd sold a Power of the Daleks clip of approx 15 mins to a BBC employee. The collector provided contact details for the buyer.
Unless the poster was talking bull, this looks like a genuine thing. As has been pointed out before, actually getting the material back from someone you know has it takes time.
The lead Lance has is I think the opportunity to examine the uncatalogued contents of some film cans at a tv station. They used to have some missing episodes, so there's a chance.
Additionally, I think Ian Levine has broken the ice with another foreign TV station, giving us the third lead that we know of at the moment.
So things look good for a return of something this year This is my understanding. Sorry if it's wrong or if anyone thinks I'm speaking on their behalf, I've just been readin the posts on various forums.

I think it was at the RT forum that he said he had knew for certain that a well-known BBC employee/former BBC employee held missing footage and was unwilling to allow a copy to be made. Sounds interesting. Any idea how many film cans there are? Needless to say, that would be great especially with the last find not that long ago. 2006 has already turned up some landmark missing episodes (A for Andromeda's The Face of the Tiger), so a Doctor Who recovery would be the icing on the cake. A Doomwatch recovery would be having our cake and eating it!

I was reading through some old articles online and found mention from a while back of an episode of Power floating around sans credits. So this might be a hokey old rumour. But the episode in question was episode 3.
