not heard the 15 mins one before, so not an old rumour that I know of , although I may have missed it, the reason for 15 min could be that it was a section to be edited down further to be used in some other program like the galaxy 4 clip used in the lively arts documentary

Yesterday, I heard something about Ian Levine knowing that fifteen minutes from The Power of the Daleks is held by a fan that won't allow the BBC to make a copy of it. I also heard specific mention of LanceM in relation to the known whereabouts of a missing story. This was from a friend who doesn't even have Internet access! Is this a case of Chinese whispers getting out of hand? Where has this 'fifteen minutes from "Power"' detail come from? Sounds like a typical "My uncle's third cousin's fiancee's co-workers aunt had an episode, but sold it to someone in Taipei in 1987 who subsequently disappeared in a freak tornedo, so I don't know where it is now".......

Sounds like a typical "My uncle's third cousin's fiancee's co-workers aunt had an episode, but sold it to someone in Taipei in 1987 who subsequently disappeared in a freak tornedo, so I don't know where it is now"....... I think this one may be a little more specific than that. Though, yes, usually such rumours contain about the same level of detail and plausibility as the "example" you cite...

[/quote] it was about 10 years ago , there was a false rumour that they existed in Australia, however, it's one that does surface from time to time unchanged or unembeleshed, which is always a good sign, perhaps not Australia but somewhere.
