That's the footage, Gary! It appeared on the BBC news channel at 3.55pm again. Same clip and feature but on BBC-1 at 1pm, it was captioned "Top Of The Pop 1973".
My guess is that it's a short clip only (sadly), possibly taken from Pop Quiz (although if so, that suggests the whole TOTP performance or show existed in the '80s - if so, where did it go afterwards?)

Maybe I should make BBC enquiries tomorrow?
Questions being - does ithe clip exist in full, does the whole TOTP programme exist and what TOTP was it from originally.

Incidentally, it could be from the Bob Pratt archive. The BBC only recently catalogued it and the colour Bad Company 06/06/74 (as shown partially on Jools Holland's show) came from that.

Sorry! I didn't check the initial posting date and thought stupidly we were talking about yesterday's one o'clock news! I must get more sleep at night!! How can you get the 6 O Clock News before it's even transmitted, Chris?!? It'll be shown in about 3 hours and 20 minutes time!

I said I saw that clip on 'Pop Quiz' many moons ago!! I'm just happy that my memory is still spot-on. :-)
I'm so saddened by Gerry's passing though. I have a Radio Show in Dublin on Radio Nova between 6 & 7pm and I brought my acoustic guitar in yesterday and played 'Steamboat Row' as a tribute. The least I could do for the great man. :-(

An update on the clip; I have had correspondence with the BBC this morning and the news is as follows:-
The Stealer's Wheel clip used was sourced from "Pop Quiz", which in turn sourced it from a 1" tape which was logged under the pilot episode of "The Rock 'n' Roll Years". There is a lot of material logged under that, which includes duplicates of material from the Bob Pratt tapes, as well as extra material sourced for use in R&RY. The material will be looked at properly to see what else might be there, though there may not be a great deal of extra material. The performance by Stealer's Wheel seems to be all there is from that edition, apart from a couple of copies of a link by Kenny Everett, which if from the same edition would place the clip as coming from 01/06/73. The clip itself is of the whole song.

It is odd that the backgrounds aren't similar from the Stealer's Wheel performace and 01/06/73. I have mentioned this in my reply back.
My reply back has also given as much information as possible in regard to the Georgie Fame clip, in terms of where it is from and where it was found, (hence my identical posting on the threads concerning the Georgie Fame clip, 21/12/67 and Stealer's Wheel, 1973, which is why they are repeated!)

They may have filmed both performances on the same date, against different backdrops and in different clothes. T.Rex often taped two shows at the same time, for example. Good information, Ray.

That's a good result, Ray! Interesting info on where the Rafferty clip comes from (and even better news that it's complete!). I suspect there are lots of tapes in the archives like these whose filing details are vague - so it's always possible that other gems are in there. Let's hope these tapes are looked into and catalogued properly.
Nice bit of researching though, Ray. It's always satisfying to get a detailed response like this.
