As mentioned above I don't think the vast majority would benefit from this, as when it comes to the 60s stories the DVDs are pretty much as definitive as they can be in terms of quality and content.
The videos with anniversary artwork were being released for the first time. Slapping a '50th anniversary' sticker on already-released DVDs and reissuing them would only annoy the fans who've already bought them yet feel obliged to buy them again (the same people that moan about the special editions but buy them straight away).

No reason they couldn't be released on blu ray; it'd be interesting to see if there is a significant improvement when they're not compressed. Agreed that the only way a program made on 405-line videotape which has already been converted to film and back again is going to look any better on BD is with reduced compression, and even that would only really be visible on very busy shots. Maybe some of the stories made on 1" with a lot of video noise (I'm looking at you, "Ghost Light") might benefit from the availability of more bits. Generally though I daresay that diminishing returns applies and the people who would really care about this would only be truly satisfied with a shelf full of Digital Betacam tapes.
It doesn't appear that the video has to be upscaled for the disc though, according to Wikipedia the format still accepts 720x586 @ 50i. So I think the only commercially viable implementation for BD beyond Pertwee's debut story would be for full-season box sets. If you're a fan who'd prefer his/her Who to take up less than a wall, or only picked up a handful of stories here and there it might be nice to have the increased storage density.
And if you go that route, what do you do with the B&W era? Sure, you're only two animations away from being able to do Season Two, but then what? Season One has "Marco Polo" and Season Six has "Space Pirates"... While you just might make a case for the popularity of Serial D, Serial YY just doesn't have that kind of fan support for animation.
And for the sake of discussion, let's say they do that and then a couple of missing episodes turn up. You think fans are screaming now about buying the SE of "The Aztecs" to get an episode of "Galaxy 4"? Wait until they're faced with rebuying an entire season every couple of years when material comes to light!
The other route would be to only do boxes for Season Seven and up, but even then, what about "Invasion of the Dinosaurs" 1? Are they going to put out a box of Season Eleven with one lonely B&W episode? Or bring in Babelcolour to give another try at filling in the blue chroma dots to bring it up to snuff?
I just don't see the BBC going through the effort unless they also stopped printing the DVDs, so I think as long as selling the stories individually remains more lucrative than selling season sets, the status quo will prevail.

I honestly think bluray is not going to take the market. When dvd came out within a matter of two years most stores had gone from 50 mtrs average of vhs ti 1-2 tops and dvd had the rest though.
O and this is something I do know I was a manager for virgin retail.
I honestly don't think bluray will work in UK. It's because most people just finished replacing there vhs collections with dvd.
They are refusing the new platform and to be honest most the stuff upto 1980 if cleaned anymore would look too clean.
Upscale bluray players that you put a dvd in can work but can make it worse than broadcast standard.

So your telling me first bits of,mind robber look better cleaned up they look clinical not spooky yes some look great for cleanup but others not so.
Why don't you just remake ark in space too.
While I would buy bluray I would not be bothered but if more missing episodes are found and only released on **I* tunes. Then not on dvd or bluray then I'll have to live without seeing them.
I refuse to buy something that's not on my shelf. Even if we end up with little sd style cards that's better than Internet.
I don't buy off Internet much as I would rather keep my little independent going even if I pay five quid more.
Lastly do away with eBay and your stupid jd whetherspoons. Small towns might thrive again. Sorry went off topic on that rant.
