As proven by the recovery of Girl on a Trapezze (and other footage) from the UCLA archive, it's more than possible that missing material still exists in archives throughout the world. As more and more archives start to catalogue their collections online, do you think it's more likely that missing material will be found? If an archive found something they were supposed to return/junk decades ago, do you think they would return it (The Tomb of the Cybermen; 1991) or junk it? More likely, I think, is that they wouldn't realise it was anything special and list it in their online catalogue, which makes me wonder this - assuming missing material does exist in archives, is it more likely to be preserved for the future by the archive than left rotting in some private film collector's attic? Or do you simply think the material would be disposed of as originally instructed?
I'm not just talking about television archives either - there are also University, schools and so on.
Is the future more hopeful with the Internet (mustn't forget online auctions!) or...?
