This short montage was referred to as "The Regeneration Cycle" and used to promote Doctor Who on PBS stations in the States during the 1980's. As you say, there is no missing footage involved.

it looks to me like it was a documentary shown prior to Doctor Who being broadcast on a new TV channel or new region, as if it's bringing anyone new to the show up to date. Also reminds me, for some reason, of something I'd be shown at school..I think it's the narration.
I don't know if anyone could correct me but I don't think I've seen that on any DVD...would make a nice extra or easter egg in my opinion.

Hi Guys, It is actually a promo made by BBC Ents around 1985 for promoting the show in the USA, it starts with the words 'what is time....'. You may well have seen it on PBS during the Davison showings as you'll notice it only features Colin Baker's material from The Twin Dilemma. I always thought it was strange that the Dalek footage from Genesis was used with the audio from Dalek Invasion - which if you listen, sounds like a nasally Dalek saying 'we are the Bastards on Earth!' lol. A big promotional drive was made during the mid 80's to market Who in the states, with of course the 'touring' Who Bus in 1986 - News footage from the time feature Michael Grade outside of the bus, saying to crowds, that Dr Who was one of the most successful shows on british TV, having run for 23 years and he didn't see why it shouldn't run for another 23 years! - This of course was the same year he cancelled the bloody thing! Hypocritical...surely not! Anyway, hope that helps. Not sure of the Archival status of the promo as ents weren't brilliant at keeping stuff even in the 80's and it was only a promo to them. Davidx

Hi Andrew, I believe it was very successfull, in terms of revenue for the BBC. It must have cost quite a considerable sub to have a touring bus visit various individual states, with many sets and costumes, plus the occasional appearances of Davison and Co. After all although it is mega these days, it was always one of the BBC's best seller's around the World, in terms of revenue back into their coffers. It's difficult to say whether the fan base in the USA would have had any influence on new shows being made. It was after all a lot cheaper for shows to be shown outside the UK than for them to get repeated here, hence it's popularity. I think the Paul McGann venture into the Tardis, shows what might have happened. After all the problem with that one-off, was the Americans felt it wasn't British enough and we thought it was too American! These days Foreign participation and settings aren't a problem (The Impossible Astronaut/Torchwod:Miracle Day), but the 'Classic' version was liked because of it was British made.

It does strike me as perculiar that all that money would be pumped in to promotion of the series as one could only imagine that Grade had plans for hiatus/cancellation in mind around 1986.
My theory was if it wasn't that successful it could've pushed him "over the edge" so to speak especially if a lot of revenue was put in place for a US run and nothing came of it.
The fact that it enjoyed success and was well liked makes it all the more odd to me why it was cancelled. Obviously Michael Grade had some kind of vendetta it would seem!

There are actually two versions of this promo clip. It was updated ever-so-slightly during the McCoy years, as I recall, including the mention of years being changed from 21 to 25. Have both versions on VHS somewhere...

There were a few US PBS Stations that did their own documentaries but I don't think those involved a lot of missing footage. One of the better PBS documentaries was a behind the scenes of "Silver Nemesis," which I was disappointed was left off the DVD. It included interviews with the cast and some raw footage of the scenes.
But I actually have it on VHS, recorded from my local PBS station.
