I was look at this on YouTube, which is essentially a BBC news flash about the Brixton riots of 1985.

Would the BBC have made an off-air recording of something like this at that time? I assume they will have the filmed report.

I don't know about the BBC but the BFI will probably have it as they implemented a policy that year to record (to broadcast standard) the main news bulletins each day.

I think there was a thread here relating to which news bulletins the BBC had in the archive (which was more to do with pre- '80s ones). From the '80s, they start to get more plentiful anyway.
