As you say, a release would require some work to bring many episodes up to scratch, though a full restoration would be out of the question as potential sales just wouldn't justify the expense.
I'm unaware of any rights issues plaguing what remains in the archive, so (yet again) the only real stumbling block to a full or partial release is 2|entertain themselves.
You certainly don't need "a huge demand" to justify putting something out on DVD. I seriously doubt, for example, sales of 2|entertain's 2009 archive release of Face to Face will have reached four figures. And Network have proved that modest sales of old material over a period of time is more than adequate.
It would appear, at this point in time at least, 2|entertain seem to have little interest in commercially exploiting the BBC's archives over and above known markets like Dr Who and classic sit-coms.

This last point seems to me to be the only reason, Mark, stopping a series like Z-cars coming out. Network have proved there are ways around all the other issues you list as potential hurdles. I for one would like to see this show on dvd. I watched a lot of episodes originally and would like the chance to see them again in my lifetime (or what still remains of them, which is quite a lot)! My particular field of interest is old motor racing footage. I tried a little while ago to get 2/entertain interested in releasing some stuff from the BBC archives (of which there is quite abit) but to no avail. As you say, they only seem interested in making a quick buck off the latest 'Dr.Who' release or whatever. I even 'volunteered' to produce the disc myself for them (I do this in my day job!), so could have done it all for a fee etc etc, all they would have had to do is supply me with the material. AND I would have gone through the archive for stuff too, because years ago I used to work in the VT Library!! Oh well..............................

Or to put it this way: if Z-Cars was an ITV show, Network would have had it (or some of it) onto DVD by now without any doubt at all.
