Can anyone tell wether the missing episodes of Dad's Army were reconstructed like the missing episodes of Doctor Who?

Presumably you mean the two b/w eps that were recovered a few years ago. They were cleaned up and Vidfired, to give them back their video look, but no reconstruction was necessary as they already existed complete. The recently unveiled episode had it's colour recovered but, again, the episode didn't need reconstructing as such. All the others exist in their full form (apart from the three episodes which are still missing).

Does he not mean telesnap reconstructions, as per the missing Dr Whos?
(In which case, the answer, AFAIK, would be no...)

All the others exist in their full form (apart from the three episodes which are still missing). And two shorter episodes from Christmas Night With the Stars 1968 and 1970 remain missing, though audio recordings of both thankfully exist.
