Is there a reason why this episode, which I understand was recovered a year or two ago, still hasn't received an airing onn BBC-4. I still remember it as one of the very best OOTUs, and would love to see it again.

Is there a reason why they *have* to show it? I guess an appropriate excuse is yet to arise.
On the other hand, clips did appear in How To Be Science Fiction (03/12/06) very soon after its recovery and screening at BFI Southbank.
I would hope that a Cartier collection from 2 Entertain might be considered, but I suppose without the rights to Nineteen Eighty-Four, they're unlikely to bother.

No "reason" as such, but in the past when items have been recovered they have often been given an airing - after all, recovering programmes and then locking them away again doesn't exactly act as an incentive to return stuff, does it.

It just means that they are held back at the BBC, if there are rights issues to them been shown or released on DVD then you are correct in that it does seem a little bit sad that they just become locked away in a known sence rather than been down as lost.
