Since Castro's regime was well established by the time DW started (post the Missile Crisis!) I think its pretty safe to say, no!

I agree, but there was a posting on the general message board about "Ace Of Wands" being aired in Russia, so the idea of "Doctor Who" airing in communist Cuba (or any other communist country, for that matter) would not seem to be impossible, just highly unlikely. That having been said, as far as I know there is no record of it being sold to Cuba. Another factor to take into consideration is that communist countries (and some non-communist third world countries) have at times been less than solicitous of Western intellectual property rights, so I suppose it's possible that Doctor Who aired in countries that the BBC has no record of. I remember seeing a segment on a news show about "Kojak" reruns airing in communist Poland (this was either in the late 1970's or early 1980's), yet did the state-run Polish TV network purchase the rights to air the show? Hardly likely, I would think: they probably just pirated it.
