Apparently some of the M3 is being supported with lost Wicker Man footage and other stuff junked from Shepperton Studios. Usually when a road is new/ being rebuilt, the builders put a call out to any one with 'ballast' they can line the base with.
To say that material under a soggy landfill is automatically doomed is a bit of a sweeping statement . There is always hope and amazing examples of survival.

What's "ballast"? Junk, basically?
I'd hate to know that missing Doctor Who footage was under a motorway I used all the time - it would depress me and distract me from driving!

I've seen what can happen to film stored in metal cans stored in a slightly damp garage, and it's not nice. If it was in landfill it'd stand no chance at all.
It might survive if it was in airtight plastic or a non-rusting metal, but then it's likely that film in this sort of can would be removed from the can, so it could be reused for storing other films in.
