McCarthy had nothing to do with the HUAC (he chaired a rival body, Government Committee on Operations of the Senate), plus the story about such a committee taking it upon themselves to promote such a character is fanciful, to say the least.

You can tell it's not true because it's just a humour site (or humor, if it's 100% US made!). Just a parody of some of the real things out there - it's meant to make you smile! ;D
...and possibly to act as someone's CV in graphics, writing and web design, etc.
