Interesting! Though I don't recall this one; a Scaffold colour clip for 'Lily the pink' was shown on TOTP 2; which I think must be a BBC2 variety show billed in colour from the 69 period. The TOTP appearence as shown on 69 Xmas show exists on a recovered montage posted on the net; of brief colour clips from the (non existant) latter.

On a Sunday morning BBC reflection programme broadcast circa 1995 - 99 (can't recall exact date) Roger McGough appeared. At one point a TV monitor by him began playing a B+W TR performance which looked like something like 'Cilla'. That song though was 'Thank - U - very much' (1967). Andrew Martin couldn't pinpoint the item in a previous query. There is some material existing from German TV circa 1974, a possible source for the clip you mention (time of 'Liverpool Lou'). Obviously there are some mystery Scaffold TV cuts most aren't aware of that need to be looked into by enthusiasts.

Scaffold appeared on "Music, Music, Music" 16/3/69 including a performance of 'Lily the Pink' - this exists on colour VT, the earliest existing BBC material of them.
