Does this officially exist in the TOTP archives, because it was shown earlier this year as a 'returned clip', but the TOTP2 database still list it as missing ?

The database needs updating at some point. This will be done in due course.
The Robert Wyatt clip does reside with the BBC now. It was happily returned a few months back, just prior to the Wyatt documentary on BBC-4 (presumably the clip came from his own collection, although I don't know for certain).
