Interesting.
I spoke to Mark Hagen (TOTP2's producer) at the beginning of this year at the "TOTP IS 40" celebration at the NFT.
He told me that he had approached the makers of the "Disco" programme to ask if he could have a copy of what they had that the BBC didn't have and he would get to a certain level within the organisation and then hit a brickwall. They wouldn't return his calls or anything.
He did emphasize that he only wanted a copy of what they had but nothing ever happened.
I can only assume that they were fearful of some sort of legal action or something. Whatever way you look at it it's a bit of a shame for those music fans who don't have access to satellite TV.

perhaps there is something in the bbc approach, too formal or perhaps "BBC" on a letter head looks too intimidating, we need a respected 3rd party, any ideas? perhaps the "top of the pops fan club" acting on behalf of the bbc.
as to the disco stuff how would they get their clips would they be single performances, groups of performances or would they get a whole show?

As to what the "Disco" people were given exactly is the $64,000 question.
One can only hope that they were given complete shows but I very much doubt it. There must be a record somewhere in the Beeb's archive department stating what exactly had been given/loaned to the "Disco" programme makers.

They were inserts. I imagine they are long since gone and it's complete shows of Disco that remain.
Why ZDF and Auntie Beeb can't thrash out a deal to go 50 50 on a dvd I'll never know! Well yes I do. It's filthy lucre!

TOTP clips being used around the world go right back. Certainly European TV used clips at least as far back as 1966 (e.g. Walker Brothers) and a lot from 1967 / 68 too are floating around, which have not as yet been recovered.

Yes saw the cilla black clip on the clips page, good quality, the BBC should really make an effort on this and not leave it all the personal efforts of , the dedicated episode hunters, Mr Hagen and the rest of us.

Well, you can check out which shows they're from by using the TOTP database (even though some errors crept on at the input stage).
There are loads of missing TOTP clips floating aroumd accessibly on the circuit in variable quality. Many have been mentioned here before: a couple of Manfred Mann clips, a couple of Hendrix, three Kinks, Walker Brothers, Donovan etc. They all seem to reside in either European or Scandinavian archives and a few in the U.S. There's probably a thread still on here somewhere that lists the lot. There are too many to name right now and I can't call them instantly to mind.
