Isn't it nice! Yes, the British Pathe stuff has been available for viewing online for a good couple of decades, although obviously many years ago, the versions were rather smaller and less defined due to everyone being on dial-up internet.

It would be nice if a special deal could be negotiated as a special service and that the characters in the clips have BBC trademarks which I'm unsure have been licensed for them to market

A film shot at the event that happens to show Doctor Who costumes doesn't need to be licenced.
