I seem to recall the background colours vary according to the scene location, hence the different ones around the two images posted. One image shows Ben and Polly in the main tracking control room and I believe the other is a Cyberman on a video screen addressing Ben, Barclay and Dyson while they're in the radiation room. I think the intention may have been to act as a subliminal indication when the location changed and reduce the reliance on captions.

There is an article on the making of this reconstruction on the old Restoration Team website. This was written back in 2000 when the original VHS of The Tenth Planet was released as part of The Cybermen boxset

That seems to be correct. I didn't sit down and watch the whole thing, just quick scrolled a bit to get some screenshots.
