It used to be relatively simple for producers to request tape copies of shows held in the main archive to help them put together local radio interviews, certainly much easier than after the Beeb became an internal market - so it's not impossible that someone had a copy sent up to New Broadcasting House back in the day.
Odd that it's a 10 inch reel though, reference copies were often recorded at 7.5ips but 7 inch reels would be perfectly satisfactory for that purpose.
The sound problem is also a curiosity!
I assume it's not a missing episode, anyway.
