I think it's promo film.
Gut feeling, no evidence either way.
Comparing and contrasting with a lot of other promo films of the mid-70s, it has similarities with lighting and direction. But I don't know for sure and this is just my feeling.

It's a grey area because especially in that era, footage was often shot with both possible uses in mind, as a stopgap for TOTP, for future commercial release, offering to OGWT, and indeed the BBC or ITV did a lot more location filming of bands anyway for similar open purpose.
And through all of this, the logistics and crews available and the wishes of the director might influence whether they used film or VT, and that choice would influence the whole shooting style, and there tended to be standard "concert film" and "concert video" styles that you'd see regardless of the final target outlet for the footage.
Having said all this, many bands and their management companies were quite hot on having clips made at independent (video) facilities houses, such as Intertel and IBC. Something that renders the idea of Queen's Bohemian Rhapsody being the first a little bit laughable (especially as they'd already done privately recorded VT clips for their earliest songs already).

From what I remember Queen's management also owned a video unit so they could easily shoot promotional clips, even for the rare singles like Liar.
