I was wondering what the survival rate is for old television and radio commercials? Who would keep the stock(if anyone), the company, or the telly stations?

In the UK the ITV companies jointly ran the British Bureau of TV Advertising for many years. It accumulated an archive of TV adverts. When the Bureau was wound up I think the archive of adverts went to the National Museum of Photography, Film and Television in Bradford.
