But the seller also has a BBC educational 16mm film listed. And is located in the UK. It just seems like it would be from the UK ABC television company. Does the ABC UK have any sort of record for this material ? If anyone can shed some light here I would be greatfull.

I did, he said that they are from the ABC and BBC. Not much more to go on, so that is why I asume that is what he meant.

It is American, it would appear.
from the IMDB: "Before CNN, cam-corders, and communications satellites, the only way to view exotic locales was on real film that might take weeks or months to arrive from the far corners of the world.
