Normally, I chalk this up to hearsay, but when I got two different people who don't know each other saying the same thing, I have to at least take notice.
The only information I have is that the con was run by the Friends of Doctor Who, had Colin Baker and Sylvester McCoy as guests, and showed a video of Episode 4 (!) of The Faceless Ones shown in its video room. The two people in question claim never to have seen the telesnap reconstructions. (They are friendly acquaintances of mine, so I will take them at their word.) They both identified the cliffhanger correctly; when I showed them a screen shot from the reconstruction with the animation, they both identified it as wrong; when I then showed them the corresponding real telesnaps, they identified them as correct. (The BBC photonovels are very useful.)
As I feel there is enough evidence to go further, does anyone have more information on the con - who showed videos, etc. I seriously doubt the original con committee would know or would keep such records, so I am kind of relying on people's memories.

Hi Lou: Spoke to a friend of mine who grew up in Ohio and attended that con - he knows recons very well and was involved in tape trading (audio cassettes, VHS copies of existing episodes & recons) in the 80s and 90s. He said that it was a one day con and there was not a "video room" - everything (except the signings & sales tables) took place in a large auditorium. The episodes were shown in that space and they were screened during "break times" between panels, etc. The videos were existing episodes - Faceless 3, Reign 1 and Evil 2. He cannot remember the fellows name but it was someone from the Whoosier Network (Indianapolis, IN, USA) that showed the videos - he's going to try to come up with a name for me to relay to you. The reason that he remembers the episodes & source of them was that he made contact with the video guy to obtain cpoies of those returned episodes from him through tape trading. It was the first time that my friend was aware that they existed. I figured that was the case and the two people in question were conflating episode 3 with the telesnaps. But I had to ask anyway because it couldn't hurt.

Sorry no name yet for the video guy. But, according to BroaDWcast, this is the con info:: Aug. 18, 1990 - Cleveland, Ohio (USA) - Cleveland Music Hall - A Day with the Doctor II (Friends of Doctor Who) Guests: Colin Baker, Sylvester McCoy Notes - Using video effects, Baker "regenerated" into McCoy, as can be seen HERE -> www.youtube.com/watch?v=WFahehmZFVsReports - in DWB No. 82 and 84
