One thing's been nagging me now you mention it-the rumours seem to concentrate on the 60's era-have any colour Pertwee's been rumoured to have been found or were they just marketed as B/W film prints as a colour service was not available at that time in Africa?

I don't think any Pertwees were ever put on to colour t/r for sales purposes at all (I've never heard of any). I'm sure someone else can confirm for certain though.

I assume the investment in colour transmission would have also pretty much guaranteed the facility to use tapes. All colour sales I know of were on tape. The BBC wasn't big on colour telerecordings in any case. The only 'evidence' I can only think of one Fawlty Towers episode off the top of my head, and even then I don't know if that was for sales purposes.

The only other BBC colour t/rs I can think of offhand (of transmitted programmes anyway) are the 22/11/73 edition of TOTP which was found to reside at the BFI a year or so back and a 1968 Theatre 625 (The Fanatics), which was made using an unusual process. ITV made a few more (particularly ATV) but they weren't the norm.

Just a wild guess but I'd imagine that colour film was more expensive than videotape.
Regardless of cost, there's also the fact that videotape could be reused and would provide a slightly better picture quality.
It just wouldn't make sense making a colour T/R.
