Because it's not a clip from the programme. It's 8mm cine material that was shot during the filming on the studio floor at Ealing.

That wasn't what I was thinking about; I was thinking about the footage on "The Tomb of the Cybermen" DVD (at least, on the original DVD; I don't have the Special Edition). I don't know whether this is the same footage as "The Last Dalek", but the title card suggests that it might be different.

It's the same footage. The feature on the Tomb DVD is just selected shots from the cine film married up to the original soundtrack giving an impression as how it might have looked.
