The ebay advert mentions 33 episodes, Lost Shows 36. The Peter Firmin/Oliver Postgate series were originally shot on film at a home studio(basically a large shed I think). I imagine they kept the original film/copies of their work. I expect the Noggin the Nog episodes were transferred to VT, and it may be these that the BBC has possibly wiped. Of course it could be a simple mistake, as you suggested.

I believe Kaleidoscope have teamed up with SmallFilms and are currently working through the archive (shed) and there are a fair few film cans to sort through. I believe Firmin and postgate kept all they could. I was had the opportunity to meet the wonderful Bagpuss in person a few years back

The discrepancy is in the format they ar ekept in - some were shown as omnibus eps I believe, but survive as individual eps. All the episodes survive from memory, nothing is missing.

Chris - can you confirm if it was Kalidescope to have access to the archive and if so whats the progress? any new material found?
