Obviously because of being a clips programme Bob Monkhouse's Mad Movies in the past had copyright hell written all over it.
However interesting facts I have just discovered courtesy of IMDB, etc, the programme associate was a Raymond Rohaur. From what I gather Raymond was a wealthy Hollywood based film collector and owned the rights to over 600 silent era films from the likes of Buster Keaton, WC Fields, Harold Lloyd,Douglas Fairbanks etc. These were presumably used in the Mad Movies series?
When Raymond died in the 1980s - guess who bought the rights to his film collection ?...................Carlton International
So this would take Mad Movies out of copyright hell, with perhaps a few issues regarding Charles Chaplin clips which are obviously owned by somebody else.

The rights passed from Carlton long ago - they were sold on in 1995 to a guy called Gary Dartnall who set up a company called Douris to licence the material. Douris went into administration in 2008 and the library was bought by the Cohen Media Group, whoever they are.
