The TOTP episode used to test colour recovery exists both on TR and Tape. But the only the first half of the tape exists.
'The Little Black Bag' episode from OOTU only exists in bits.
I'm sure many other programmes exist in this way - but why? Is it just one of the mysteries of the pre-1978 archiving process, or are there explanations?

Separate reasons for those two programmes existing that way.
The TOTP edition was telerecorded as a b/w print for (presumably) overseas sales but Bob Pratt coincidentally recorded bits of that same show for his own interest in colour and on tape. He obviously preferred some acts over others though as he didn't bother with everything!
The OOTU material turned up at BBC Glasgow (I think) where it was found on something like an engineering test tape or test recording of some kind. I'm sure someone can provide more details on this though.

Laurence is quite right in connection with the OOTU material.Was indeed found in BBC Glasgow I believe as well,is interesting that no one is exactly sure where this came from?Have asked around for a while in regards to this item, and the same story all around,interesting.As the story goes this was found to be on a said engineering test-alignment 2in tape,which had been improperly erased at the time.Ensuring this material's survival.As far as am currently aware is the earliest known existing material for Out Of The Unknown on its original broadcast format!Is a shame cut's out right before the tense ending of Angie slicing her throat with the lazer scalpel,right as they turn the box off from Master Control in the future!
Is interesting about the circumstances around the Pratt recorded material for that edition of TOTP.Did not know that previously,very interesting to hear in regards there.

I would imagine there must be a few bits of programmes that exist in the archives because a tape was reused for a shorter programme and kept?

There are instances of that, yes. That's interesting. I thought the tapes had to be wiped first, or was that a procedure that wasn't always followed, like turning off chroma on TR's?

In the 1960's and 1970's when video editing was still quite difficult, if there was a mistake in a studio programme they would wind back the tape and do an assemble edit with the floor manager counting in the actors or presenter. So the VCRs in those days must have had an erase head that could wipe a previous recording on the tape effectively. Maybe they used to bulk erase some to reuse?
