I guess you've emailed your seller, sometimes a gentle reminder is all that's needed - check their feedback, suss out if they're having problems recently. If you payed by PayPal you might be covered against loss, if not you might still be covered by ebay for amounts over a certain threshold. If it's a cheque - has it been cashed... etc...

Christ - you can get a authorised release from any freindly video store for about £20!

I bought this item - a b/w print of what was a colour episode. Don't worry - it's not a lost item. I mainly bought it for the LWT film leader and idents. How sad.
