So with Phil Morris dropping hints on Web 3 and to a much lesser degree, the Wheel in Space, it seems reasonable to believe that an announcement may be on its way, but my question is where exactly would that announcement be made, when would it be made, and how would it be made? Of course no one really knows, but if you had to make a guess.

Ditto to the above. Or, it could NOT happen at all. Phil is optimistic about Web 3, and he has new details about what Nigeria did with Wheel and Snowmen. That doesn't necessarily mean he's found physical copies. .... btw, I would love Web 3 to be announced via Twitter. Casually like it was no big deal. Just an image of the film can and the word "Finally".

It may be like the last time - when the episodes have been cleaned, conserved, etc so that they can be made available ASAP.

I'd be happy to know if something had been recovered as soon as it was found.
If it takes 6 months or so to clean up the episodes and make them available then it'll be something to look forward too. As long as they don't keep us waiting as long as they did for The Underwater Menace episode to be released.
The BBC Store could easily release an un-restored version to get something out quicker, then just replace the files on their server with better ones when the episodes were finally restored.
How long was the gap between announcing that Tomb of the Cybermen had been found and the actual VHS release?

I wonder why they kept it back for so long considering the episode from Galaxy 4 which if I remember correctly was found at the same time was released much sooner. It could have been released as a bonus on either the Enemy or Web DVDs.

The story at the time was that the BBC was sent a hoax report that the other episodes had been found, which is also why there was no animation. Most likely with the DVD team being finished off, the last release was left floating in the aether until someone picked it up again.

Where is probably the easiest to answer out of them all (because it's the only one we really can answer).
The last recovery was formally announced by Doctor Who Magazine via their website and Twitter account. There may be a big event "revealing" it to the world at the same time, but DWM will almost certainly be the ones to give the official confirmation.
