Yes, I think ITV needs to decide who it serves first and foremost: audience or advertisers. In the past, the federal structure with the regions offering programmes to the network (and also offering items of a regional flavour locally some of the time) worked extremely well for the audience for many years and produced memorable TV in bucket-loads. Nowadays, ITV exists to serve the advertisers (albeit with ever diminishing returns) with the programmes and audience coming a very poor second.

Bring back regional identity as well, ITV is so bland as a brand now!

Whereas ideally I would like to see regional identity back, even if my proposal ever became reality it wouldn't happen. TBH though, if what I suggested happened, I would be happy enough.
That said, although regional promotion and announcements seems like wasteful duplication, it always served to underline to the viewer that there were people *there*, working on their behalf to try and bring a decent night's entertainment to them - with centralised presentation, you don't feel any connection to the team of people working in the nearest production centre to "where you are" (to use the dreaded BBC Breakfast epithet).
