Wasn't this filmed in Walton on Thames? A friend saw it on TV many years ago (he also worked in WoT) and recognised many landmarks such as the carpark!

Edit: yes, just seen a clip on youtube. I lived in the town from 1997-2000 and the shopping arcade, pub, street bences etc. were all still there then!
