Well, the chap in question has confessed all about the hoax at Ian's forum.

The Mind Of Evil quad tape has been proven to be a hoax beyond any shadow of doubt.
My belief is that it was done to try to upset this brand new forum.
In that respect, the hoaxer has failed miserably. All he's done is make people more aware of this forum and brought more people into it, and kept Doctor Who fandom talking about it.
If the hoaxer had contacted me privately, none of this would have been public, and I wouldn't have breathed a word of it until it had been investigated thoroughly, just like three other leads I'm following, all of which you know nothing about as far as readers of this forum go.
So in that respect, I have to thank JonathonB for all the excitement and publicity he generated, which I'm sure is the last thing he wanted to do.
As far as hoaxes go, this one was the cleverest yet. But we have unmitigated proof that it's 100% a hoax.
Sadly we cannot tell you how we know, otherwise it gives future hoaxers a way of trying to trip up an infallible method.
I'm sad it wasted the time of the RT. Some of them are very fine chaps doing an amazing job, and have better things to do than chase after false leads.
There is no point in going into some sort of a rage at all - that will give them what they want.
Lets just accept that human nature being what it is, that if we're actively conducting a search for missing episodes, that certain human vultures are bound to prey on this. It's sad and rather pathetic, as were both Darren Gregory and Roger Barratt. They are to be pitied rather than lambasted, as they clearly have such empty lives they look for any oportunity to create some sort of cause and effect and then look back and grin with glee.
If anyone has a genuine lead for an episode, please please contact me privately.
Whatever other have accused me of, my track record at recovering them is simply better than anyone else's in the world.
Having said all this, I must comment that the majority of readers and members on this site are real bona fide genuine Doctor Who fans who love and care for the program, and want nothing more than to see another episode or two returned.
Playing on their wishes, and preying on their vulnerablity, is, in my opinion, the lowest of the low. What sort of human being would wilfully cause so much upset ?? It disgusts me.
I pray endlessly for more missing episodes to turn up. I curse the hoaxers.
This time they were clever, but we were cleverer.
Next time - who knows.
Sadly they seem unlikely to go away.
Ian7 (Brian) was right to be sceptical.
Nevertheless, one day some real genuine person is going to come along and be scared off by the cynical attitude we have all developed. We have all collectively been bitten once too often.
This is why I urge contacting me privately. If it's a hoax then no-one need know, or get upset.
Believe me, we're all used to dealing with pathetic hoaxes. The more we disprove, the more other hoaxes come along to replace them.
It's a sad world,
