Hi Paul. That is from the NTSC kinescope that Mark Tinkler had written about in this thread several years ago.
Yoko's own copy had been shown last year as part of the Lennon80 series of broadcasts. Her copy is also a color kinescope, but was unedited.

Seemed quite simple to me... was always a colour kinescope, then that was transferred to NTSC U-Matic.
What the relevant question really is here, is whether the kinescope was from a PAL or NTSC source. The BBC weren't well known for making colour film recordings, but they did occasionally. Especially if they were paid handsomely to do it. Given Yoko getting a VT of the Instant Karma insert, I would guess it was from the BBC and was requested by John and/or Yoko and in 1971, it may well be they preferred film so they could project it. And maybe later they got hold of video equipment?

I would say that the BBC transferred/filmed/converted the tape to a film recording at the time, or shortly after, at the request of John and Yoko - so I would have thought a from a PAL source.
