This has been widely discussed since 1996 when Damian Shanahan discovered the censor clips in the National Archives. All the censor clips were discovered and catalogued by him then. This included everything that people have since 'rediscovered' online, and not simply the Doctor Who material. However, Damian's research was conducted in person, with the original paper records and the boxes of physical film. Whilst not all the material was repatriated, there are good reasons why. Most clips are quite short and the only company that has ever expressed any desire to get their material back is the BBC.

I'm just going by memories of club meetings and "Sonic Screwdriver" but poor Rod Scott of the Doctor Who Club of Victoria got a raw deal at the time of the 1996 censor clips. He was a gentle and well-meaning man that didn't deserve the shabby treatment from those who decided to be cult-ishly devoted to their new hero Damian Shanahan.
