I don't mind who would do it physically, but the voice would have to be dubbed by Christopher Thomson on Youtube. His impersonations are incredible.
Should The Abominable Snowman be found, I think they should call him in to dub the missing dialogue so that we don't have the choppy one Mark Ayres was forced to do at the time.

He already did dub the missing dialogue youtu.be/GLQ6102rmGU. I agree his impression of Troughton is spot on! I don't know why Big Finish haven't hired him to do any 2nd Doctor audio dramas.

I've never really understood why they don't just use Deepfake to match the faces exactly. It's the perfect tech for this. You could also green screen many of the scenes. With today's tech you could remake a B&W episode matched to the original soundtrack very cheaply. I'm surprised it's not been a student project.
Because the technology still is nowhere near affordable unless you are looking at Disney levels of money. Auntie Beeb couldn't afford it for a regular episode, never mind what would ultimately be a small project for dedicated fans. Is this a challenge?

Maybe you should save your (potential) expenses, time allocations, tasks, etc. If the costs for the numbers are small enough, maybe the BBC should be contacted.

As mentioned before, they already looked into it and it wasn't affordable for the BBC to produce. If the costs really are low enough then people willing should be offering their services to the BBC because they weren't finding anyone cheap enough to produce even a short sequence. Admittedly that was five years ago, but it certainly put them off looking again.

Even if they had the money to do it, the "deep fake" technique would still need a good impersonation of Troughton's acting. Computers can't act, that bit has to be supplied by an actor. I suppose the advantage with this they wouldn't have to look much like Troughton, they'd just have to know his mannerisms well. It'd still selling the man short, though; he actually had to feel what he was expressing when he was acting, any less was cheating as far as he was concerned.
