The slightly lacklustre circular lights set decoration wasn't always present on that set but it does appear in the (colour) Bobbie Gentry Raindrops Keep Falling On My Head clip. Is this the same episode? Do we know where this arrived from?

I believe the clip was discovered in Germany, where many TOTP orphan clips have been found. The BBC and Kaleidoscope, do not, as far as I know, have this yet, although Kaleidoscope will be aware of it (if it's on the Forum, they'll know!!!!!!!!!!!!!!!!)
It's confirmed as 12/02/1970; interestingly enough the Caravel Films TOTP promo for 23/04/1970 also exists.
And before you ask, certain people are following this lead up!

Hits A Go Go is the source - one of the B&W editions from earlier in 1970 to those that began the repeat run on Einsfestival recently. The Who doing The Seeker on TOTP is from another B&W edition Makes you wonder what else was used for HaGG up to the end of 1970....

That Youtube posting is from durchhaltenbis70, the same person who posted the colour Beat Club segment from 1967, which I still believe is genuine and not colorized.

I'm just wondering how many TOTP clips they might have shown.
The presenter introduces the Black Sabbath clip with "wie immer, Top Of The Pops" - i.e. "as ever / as usual". So they'd already shown enough for that to be meaningful.
Was HAGG monthly or weekly? A lot of French and German music shows seem to have been monthly. I know two of the Einsfestival episodes were from October 1971 but occasionally two episodes of Disco fell in the same month (admittedly usually four weeks apart rather than just three).
The Black Sabbath clip was shown two months after TOTP; with Status Quo it was three months. (Disco showed the Bobbie Gentry clip 21 months late...) So this may not have been shown that early in 1970. And would it be a fair guess that they stopped showing TOTP clips when Disco started on ZDF (which was the month after the Status Quo clip was shown)?

I've only ever seen a timecoded black and white version of that performance would love to see the colour version

The b/w TOTP performance of "Get Together" with Madeleine Bell was included on the DC5's "Glad All Over Again" VHS video some years ago, although it had some later-period colour inserts of Clark and Mike Smith (and singing crowd) added.
