So sorry for missing your question for so long ...
I cannot say for sure if this is from Tempo, certainly Linda Thorson appeared in an episode of Tempo dated 23 October 1966 yet the episode title was The Royal Academy of Dramatic Art, Linda played herself as did Linda Renwick and Damien Thomas.
At a guess your upload seems to be a promotional film for Linda herself, wonder if it was done by ABC TV or not, as it is in colour

None of the Tempo editions were shot in colour. Good film, though, but definitely not Tempo.

It appears that BFI holds 1971 All Star Comedy Carnival and 1970 Christmas Night With The Stars (Bachelor Father and Dad’s Army sketches). But neither of them are at the national archive,

This record is for information only." There are lots of shows listed on their site purely for reference purposes for some reason but they do not hold copies of these items. I agree that listing them in the catalogue at all is very misleading.

Ironically, sometimes, you have the check on the episodes level for availability, because the main entry for a series as a whole will say "nothing available".
Not the case here, though.
