Paul, I wasnt criticising you for sure, and yes I understand why the BBC arent interested in this.
I do think they could try a bit harder where potential finds, including clips, are concerned and maybe make a bit more of an effort. It wouldnt hurt them.
You understand I am not criticising individuals within the BBC, just a general lack of proactive policy in the organisation. The fans shouldnt really be the ones doing the lions share of the searching in my opinion; that responsibility should lay with the organisation who will profit financially from finds. I am not raking over old wounds about past policy and how it was wrong, thats pretty pointless, but it would be nice to see a more active policy being implemented by the BBC in these matters. Maybe a bit more funding alocated would be a start?

I think you're failing to understand the costs involved. It's not a BBC programme, it's CBC. For the BBC to acquire footage, you're looking at rates STARTING at around £15/second.
It's a non-starter.

Having got a few things from CBC myself for corporate production I should step in.. If it is CBC produced and shot, then they own it, but may lease the footage at their discretion at costs ranging from nothing to the full rate, with royalties required from "replays" beyond the contracted number of uses. They can't officially sell the footage outright. Thus the interview could probably be provided for a specific program being produced by the BBC but not for archival use. It can be shown under CBC auspices for educational or research purposes free of charge. If outside promotional material has been used in the production (in this case Dr. Who clips) then they would probably indeed copy that material free of charge for the BBC except for transfer costs.

How about the fact that the film leader has BBC Television printed on it. That is the only item that seems strange, if this is a CBC program that is.

That is odd that its marked BBC. Im confused. I still think its well worth investigating for interesting material. If it is owned by CBC I doubt if they are making a lot of revenue on it currently so its got to be worth at least viewing........... ah what do I know

If so, the BBC should still own the rights in part, so should'nt they be given a copy for thier archives ? That is a "If" it was co-produced, could turn out to be a CBC only production. Are there any BBC records of this item ?

Yes, I know ive already said this but surely it should be investigated and checked out properly by the appropriate authorities? If the leader says BBC, surely that represents enough of a mystery to warant checking?
