The original thought mooted re the ADITL film:-
The Complete Beatles Recording Sessions, Mark Lewisohn ""The entire session was filmed. The Beatles’ intention was to make a television special about the making of Sgt Pepper’s Lonely Hearts Club Band, beginning with this evening’s recording, although the idea was later abandoned. On this evening, however, silent footage was captured by a team led by NEMS’s Tony Bramwell."" ""Before we filmed we handed out loaded 16mm cameras to invited guests including, among others, Mick and Marianne, and Mike Nesmith of The Monkees. They were shown what to press and told to film whatever they wanted. The BBC then banned the subsequent video. Not because of the content of the footage, but because the song itself had drug references."" Tony Bramwell
(I am in touch with Tony Bramwell, so I can always treble-check this!)
So my premise stands as regards that it was made for promotional purposes and especially that it was not shown because the Beeb banned the song.

So my premise stands as regards that it was made for promotional purposes and especially that it was not shown because the Beeb banned the song. Of course it still stands .. I was chucking a possibility into the mix. but obviously you know some of the people that were there....what threw me on a tangent was the stray shots of the drive tunnel (possibly Kingsway or Blackwell?) and other random shots outside of the session, home movie cameras were suited to impulsive shots(auto exposure so press the trigger and go)like the tunnel sequence..but as you imply NEMS must have supplied simpler versions of 16mm cameras that could be used by someone who had just picked it up. Although obviously it has been messed about with a great deal since, the contrast and exposure are surprisingly good of the session I reckon....but not as good as the Strawberry Fields one which I think was a 16mm pro rig?.........anyway that is why I thought "hmm could be an 8mm home movie". .

The ADITL promo film that was matched to Come Together apparently exists on the Bob Pratt Tapes.
So the BBC have had a few minutes of this Special all along!
